According to the newly published statistics, the number of public libraries in China is increasing year by year. Many libraries have created a quieter and more comfortable environment for readers through renovation and expansion. Large public libraries not only provide a wide range of reference materials but also regularly hold lectures, exhibitions and other activities. In recent years, many digital libraries have emerged, thus saving the space needed to store books. Some libraries have also introduced self-service systems to make it more convenient for readers to borrow and return books, which further meets the needs of readers.

　　1.中国越来越重视公共图书馆，并鼓励人们充分加以利用。

　　第一句是并列句，主语为中国，并列两个谓语动词“重视”(pay attention to)和“鼓励”(encourage)，“充分利用”可以译为“make best/full use of”。

　　2.新近公布的统计数字表明，中国的公共图书馆数量在逐年增长。

　　这句话可以处理为主谓宾句式，即统计数字表明……,用宾语从句引出表明的内容“中国的公共图书馆数量在逐年增长”，即the newly published statistics shows that the number of public libraries in China is increasing year by year.也可将前半句做状语处理，后半句作为主句，即According to the newly published statistics, the number of public libraries in China is increasing year by year.

　　3.许多图书馆通过翻新和扩建，为读者创造了更为安静、舒适的环境。

　　这句话主干为“图书馆为读者创造了环境”处理为主谓宾句型，将“通过翻新和扩建”作状语处理置于句末，即“through renovation and expansion”。

　　“不仅……而且……”可以处理为并列连词“not only…but also…”连接的并列句
